When going down on the lift, after a few seconds, look up and you'll see a few men throwing barrels off a cliff at you. Better use the pistol as it has 6 bullets and a quite fast pace. There are 5 to 6 barrels to blow up with a single bullet each. Reloading is possible, but makes it harder. After a few tries, you should know the pattern by heart and be a sharpshooter.

Late in Chapter IX, you will ride down an elevator; about halfway down, enemies above start to throw barrels of dynamite down at you.

I recommend using Ray and double-wield two quickshooter pistols (very fast reload speed). All of the barrels come from the same platform, so if you keep your aim just above the edge of the platform, you can simply move side to side in order to shoot the barrels as they appear.

There are a total of six barrels, all are evenly spaced except barrels #4 and #5, which come in quick succession. You will see a 7th barrel appear but it explodes quickly without shooting it, taking out the enemies. You have 12 bullets if you use the quickshooters, so you can miss a few times, but even if you run out of bullets, you can quickly reload between barrels (except 4/5). Keep in mind that you can also shoot while reloading.
