If you want a sure way to reach level 21 before you finish the game here is a guide for all of the secret items for Eddie Guerra...I got this achievement in chapter 12 or 13 i believe...Thumbs up if this helped guys :-)

I've missed a few secret items already and I've read that you don't need to pick up each and every item to still unlock this achievement. How many items do you think you can skip before missing this achievement entirely?

Uhm, I seem to be stuck at lvl 20? I picked up and completed the side missions for two straight missions and it continues tos ay 0% progress between lvl 20 and lvl 21

Okay, level 21 unlocks just before the final level. You should note that, then positive feedback.

It unlocked for me by end of lv 10 and i have missed last gold gun in lv7. But by this guide you will definetly get acgievo cuz it dosent require to get all weapons for it. And in lv 10 gun who was missed is at the begining on the left hotel side in the room. Before video shovs nr 1 gold gun.

If you follow this guide flawlessly, the achievement will be unlocked at the end of chapter 12.

You will unlock weapons as you complete secret agendas and find the secret items. Each secret item is worth 250 XP and each successful finished secret agenda is 1,000 XP. Please note that in order to successfully pick up a secret item or finish a secret agenda you must NOT be seen by either of your partners while completing the task. If done correctly, on the top of the screen it will tell you that you have successfully picked up a secret item or completed a secret agenda in green with its corresponding XP. Also note that you do not need to get all secret items & agendas. I have gotten this trophy on about 85-90% of items/agendas collected. To see what level you are on at the moment press . Click Me for all secret item locations and agendas for Eddie Guerra.

Weapons unlock through natural story progression up to Chapter 15. As well as from gaining experience. EXP is gained from collecting secret items, and performing secret agendas. The last weapon based on exp is unlocked at level 20. (Despite the cheevo name of level 21) You must get one character up to this level, because the level exp does not carry over from character to the next. Even though all the weapons you unlocked do.
****You must level up one character to level 21 in one playthrough, you cannot simply load and replay a level, to gain extra EXP.****

Eddie Guerra, all items, and almost all tasks:

• VIDEO (chapters 1-7)
• VIDEO (chapters 8-12)
• VIDEO (chapters 13-15)

In Chapter 7, in the first hall where people are dancing, go through the entire crowd of dancers and quietly talk to the woman in a red dress in the corner.
It's strange, but in Chapter 8, after beating two guards on the second floor, there was no phone on the red floor (I had it).
In Chapter 9, in the video, the third item is shown as the fourth item, and the fourth item is shown as the third item.

PS I’m not sure that I collected everything in the first three chapters, but starting from the fourth chapter I collected everything, and in the 12th chapter I already had a maximum level of 20 (not 21), and I received the achievement by completing chapter 14 (after chasing Juan), because The last pistol is unlocked by completing this chapter.
