Fairly straightforward, but just to be clear:
You will need 4 compatible sets:
4 Rods
4 Reels
4 Fishing Line
4 Hooks & Bait / Lures
You can't use any one piece in multiple set ups.
You will also need to purchase additional backpack space from the shopkeeper. It is confusingly located under the Local Souvenirs > Equipment tab.
