By the time you reach the sixth or seventh chapter, you will have encountered a sufficient number of Enigma machines to bust this achievement.
As a general rule, the decryptions are quite simple. The goal is to find the character (letter or number) that is the same in both sequences, then to use the left and right sticks in harmony to place that similar digit on top of the other. Once superimposed properly, the decryption will be complete, and you'll see a "Decryption +15" message.
The sequences will change each time you access a station, so its not feasible to provide a firm solution. There is a timer for each attempt as indicated by a yellow bar in the top right of the screen. As it ticks down, you will eventually run out of time and have to begin again.
You may find it easier to simply use the left stick to move the left sequence over top of the right one, rather than to try to move them both. Take your time and use gentle corrections on the thumb stick.
