Captain America: Super Soldier

After completing the story and if you have been good at finding most of the collectibles you should be in the 22,000-23,000 intel points range.  A quick way to top this up is through the challenges, in particular the "Ballroom Blitz" challenge.  If you load this challenge up, get to the rocket launcher and just start shooting you get intel bonuses for blowing the enemies up in addition to the 250 you get for a gold medal performance.  I was able to complete my 25k in one round.
