You need to win all of the Transporter Events. The grey arrow points to the direction you have to drive to and your target will be indicated by a yellow arrow. The events can be found on the following location:
Radiator Springs
- Transporter 1 (Take the spoiler to Doc at his garage) - Pretty straight forward. Don't try to make a shortcut at the start, but nicely go behind the fence.
- Transporter 2 (Take the flyer to Flo at the Wheelwell Motel) - Can be a bit annoying with the 2 jumps. Hold boost
all the time (it's infinite) and pull 
to make the jump.
- Transporter 3 (Take a tire to Luigi in Ornament Valley) - Follow the arrow, which means shortcuts allowed.
The achievement unlocks after winning all 3 races.
Radiator Springs

If you don't skip any races before moving on to a new area you will get this after you complete Transporter 3 in Radiator Springs after you have beat El Machismo.
Follow the silver arrow on top of the screen to see what direction you need to be going and get there within the specified time limit. For Transporter 2 make sure you jump (left stick down then up fast) over both of the large jumps at the start.
