Story related, you need to win this one to beat Stinger at Motoropolis. And don't forget to collect the three Sparkplugs!

All you need to do is beat him in Motoropolis. You need to complete the first few Gold Events in that area before you can race him. It's not a hard race, just race normal as you would any other race, and be sure to get the sparkplugs.
