Although it says 'win every tire find event', this one poped up on my first event. When you arrive in radiator springs head to the luigis tire find 1, follow the tyres left on the floor, collect all 15 in the allocated time, and job done.
If you find it hard to follow the tyres, there laid out in somewhat of a track, i did this in my second go, but in fairness i wasn't really paying attention first time lol

As Instantmash said they are laid out in a track formation. I recommend starting to your right and make a loop back to the starting point for the last set of tires.
If you keep getting stuck at 14 like I was your are probably missing the set of tires that is partially hidden in the weeds between the Hippy House and Budville Trading Company on the LEFT hand side if the road if your are facing Maters Junk Yard.

There is only one Luigi's Tire Find event and it is available the first time you go to Radiator Springs.
You need to find all 15 tires in the time limit of 1:30. At the start take the first right all the way to the last tire where the road turns to dirt (you should have 6 tires at this point), now turn back and get the tire near the gas station, keep following the rest of the tires ahead of you and you will have this trophy.
