On the third city, Santa Carburera, you will get to a gold star event called 'candices glam tour', now i placed 1st and got this achievement, but i don't know if you can get it by simply beating her, for instance you come second, she comes third, but either way you can get it with first place.
If you struggle with the races i would recommend using some boost when it's full to get you ahead, but save a little incase you get in trouble, and if the race is more than 1 lap, use the first lap to get used to the track, then blitz it on the next lap, job done.

All you need to do is beat her in Santa Carburera. You need to complete the first few Gold Events in that area before you can race her. It's not a hard race, just race normal as you would any other race, and be sure to get the sparkplugs.
