Chapter 9 on the iceberg level. There are 4 parts to the snowman buddy. I won't include how to get there so you can solve those puzzles for yourself. The spoilers are the locations only.
1. Snowman body
You can save this one for last, as it is not an inventory item. You can return here each time you find a piece, or bring them all at once.

3. Beanie
4. Snowman head
When you find all of the above, bring them back (separately or all together) to the snowman body. Interact with the snowman body, the pieces will jump into place, and once they're all there you've got your very own Snowman Buddy! The achievement should pop immediately.
(I never tried putting the beanie on without the head in place, so I'm not sure what that outcome would be.)
