Viktoria's Mansion is in the Western Island, which you need 9 puzzle pieces to build a bridge to get to. You also need another 9 puzzle pieces to unlock a gate to get into another area of the island (where Steve is walking around). The Mansion itself costs 10,000 gems to rebuild.
Velvet
Viktoria's Mansion (it's spelled with a "k" in the game) is located on the Western Island. Along with the bridge (need 9 Puzzle Pieces), you will also need to unlock 1 of 2 Gates to access it (another 9 Puzzle Pieces). The Mansion will cost 10,000 coins to rebuild. Once it has been completed, the trophy will unlock.
