This can be easily missed. After defeating the Cyclops, you will eventually find yourself in a large dining room with four tables and a new enemy on stilts wielding a spear. Take out the enemy and check the wall (it would be on the wall to your immediate right after entering that room) to find the shield.

The Krell Shield is obtained in the Kitchen, where it is hanging on a wall. To get there, you'll need the Master Key, obtained from Bookshelf, where you have to go through the mirror, turn small, drop it, turn big again, and then return to that same room. Once you have it, you can find a locked door, to the right of the talking tree. This is the Kitchen. Once inside it will be on the wall directly to the right of you when you enter.
The, Pants, Party
After defeating the Krell Guardian boss, you will now have access to the Master Key and you can find this shield in a newly accessible room just to the right of the Throne Room. Follow this section of the Youtube walkthrough to find it.
