Assuming not everyone will be doing an under 21 run - my best advice is to prioritise levelling Strength, Agility and Vitality then Arcane last - as the cost for these are cheaper whilst you’re ‘young’ and become more expensive as you get older. Arcane does the opposite and starts expensive, becoming cheaper as you age (die more!).
One of the first couple of traits you can earn gives you a boost to XP as you age, which is handy for this achievement.
Additionally, you can farm XP once you reach the Void, and encounter the enemies carrying drums that spawn adds endlessly. You will level up very quickly farming these guys.
