This will probably take you some time if you don't want to see your character grow older.
Being a lad of 20 years will require you to spend 63 points to reach Arcane to level 30, without investing points to any other attribute.

If you already beat the game under 21, you can come back to the last checkpoint and travel to the World Stone near the mirror, you can take the shortcut through ward 16 if you like.
From there, just activate the stone and start grinding your deaths in order to reach age 30 or older, until you naturally reach Arcane 30.
At age 30, Arcane points cost decreases to 2 points. So if you have been saving them beforehand, you can use those if you are e.g. level 28, or try to reach age 40 so the cost decrease more.

Assuming not everyone will be doing an under 21 run - my best advice is to prioritise levelling Strength, Agility and Vitality then Arcane last - as the cost for these are cheaper whilst you’re ‘young’ and become more expensive as you get older. Arcane does the opposite and starts expensive, becoming cheaper as you age (die more!).
One of the first couple of traits you can earn gives you a boost to XP as you age, which is handy for this achievement.
Additionally, you can farm XP once you reach the Void, and encounter the enemies carrying drums that spawn adds endlessly. You will level up very quickly farming these guys.
