Color Symphony 2 uses a 5-star rating scale as a system to rate how well the player completed a level. If the player completes a level faster than the par time, you will automatically obtain a 5 star rating, which is the highest score. If the player fails to meet the par time, the amount of stars awarded decreases up to a minimum of 1-star (Lowest rating).

This achievement requires you to essentially beat all level's par times. Initially as you start out, you may notice that some of times required to beat a level may be pretty strict, but as you progress across the chapters, the timing window increases as the levels get more difficult.

Most levels will require numerous attempts to obtain the par time, but once you memorise a level obtaining the par time is pretty reasonable. Furthermore, the timer can act as an indicator to how fast you are navigating a level. If you complete a level once, and then repeat the level, you will notice that the timer will be green if you are faster than your previous best time, but the timer will turn red if you fail the get to the exit faster than your previous best time. So you can use that as an indicator to see if you are faster or slower than your best attempt.

It should be noted that collecting a Hat (Collectable) has no effect on your star rating, so do not bother wasting time to collect them. The only time I advise to collect the hats you pass as you play, are those found in chapter 7, as you have a sufficient amount of time to obtain the hat, and then proceed to the exit (This can be found in the "Collector" achievement guide).

Some levels have pretty nice speedrunning tactics which allow you to obtain the 5-star rating easily, the following video will show you how to obtain the 5-star rating in every level of the game as well as include some of these tactics. If you follow the video below, you will earn 15/16 achievements and obtain 900 gamerscore for your effort.

Contra Jakez's comment about the hat:
1) Once collected, the hat disappears from the level (but is shown along with your time on the entrance to the level during level select)
2) The hats are needed for the "Collector" achievements - all 75 hats, no spares

While speedruns test your ability to get to the exit quickly, the hats test your ability to get an object in a dangerous location then get out safely. You may want to try and earn the hats by retrying after a normal completion, just so you have the levels fresh in your mind.

GLITCHY ACHIEVEMENT WARNING: Just managed to 100% this game, but ran into the same glitch twice. If you do not allow your times to load on the leaderboard, IT WONT COUNT TOWARDS THE ACHIEVEMENT. Your time will still show correctly in front of each level, but unless you make sure your time shows on the leaderboard, you will have to do it again. When I was beating my final time, I got so excited that I didn't hit refresh on the leaderboard. I tried again, made sure my time displayed after beating the level, and the achievement popped immediately. Just a heads up to anyone else that goes for this!

To get the highest score in a stage, you simply need to finish it in under the par time. It may sound daunting, but once you're able to finish a stage, finishing in under the par time isn't much more difficult for the majority of the stages. There is usually enough time that if you make some adjustments from your first completed run, you'll be able to manage in under par time.

You can also use the timer as a guide for how well you're doing. Once you complete a level once, the timer in the upper right corner will change colors. If you're ahead of your previous pace, it will be green. If you're behind, it will be red. If you see it go red, might as well kill yourself and restart the stage since you're already behind your previous time.

The "Conqueror" achievement solution has a video showing every stage (main story and bonus chapters) being completed in under par time. You can use it as a guide to see what routes to take to get through stages quicker, such as skipping platforms or wall jumps by double jumping past them. As I said though, most of the stages have a lenient enough par time that you don't need to be pixel perfect on your run to achieve the par time. You just have to have a fast run that doesn't waste much time.

As I mentioned in the Roadmap, I highly recommend trying to achieve the par time on every stage as soon as you complete it the first time. That way, it's fresh in your mind and you've already got the muscle memory down to get through the stage quick without dying. If you complete the whole game and then come back to redo every stage you didn't get 5 stars on, you're going to make even more work for yourself to relearn each stage and how to do it quickly. So after you clear a stage, retry it immediately and go as fast as you can. If you're not able to finish in under the par time for some reason, consult the video referenced above to see how he does it, and that should help you adjust your route.

Lastly, be patient and persistent. Many levels will result in dying tens and tens of times before you beat it, let alone doing it in under the par time. Just keep calm and keep at it and each level is doable.
