SPOILER ALERT.............
Ok at first this level can seem a little daunting but don't worry it's not as hard as it first seems.
Step 1
Head south east and before you reach the steps head south west hugging the wall with the drop to the end. The guards are fairly blind so as long as you don't stand to close or try killing them you should be fine. Next wait for the guards to move and go down the next set of stairs hugging the wall all the way round the compound the emperor is in. As you run around you will get a mission update telling you to create a distraction, all you need to do here is throw your molotov at one of the barrels surrounding the civilian building and run back up the stairs before the defender core kills you or your bear because this will cause a restart of the level. run back up to the emperor and kill him....But it's not him its a decoy and now its time for the good stuff.
Save game because you don't want to do that bit again.
Step 2
Destroy Shinzo's base then make sure you occupy the land he was on pulling in all the ore from his mines because without it your screwed. Once your settled in make sure to save again.
Step 3
walk all over Naomi and kenji with around a dozen apocalypse tanks then move on to the emperor's castle. Once you have destroyed that the emperor will emerge as an advanced walking bot but you should have at least five or six big tanks left that can wipe the floor with him.

A good idea is to use a Dreadnaught/Twinblade combo (with Bullfrog support) and wipe around the map anti-clockwise. There are oil derricks (or equivalent!) on an island on the eastern edge and a few in the middle near your base[s].
Once you take out the naval base (Naomi etc) you prevent naval attacks on yourself and can then abuse the lack of defence near the north of the map to sweep west.
Just be sure to keep a few support powers handy for when they send the commando at you (Badger Bomber is good at infantry). Twinblades defending will be sufficient along with Flak Cannons, but feel free to have a few Tesla Coils as well.
