Ch.3 When the attack happens and your in the elevator asked to get off or not. Get off the elevator and check all the bodies in that whole area. You can not enter the Materia room or Briefing room.
Sometimes there is One or Two people in the hall, if there is only One then Two are in in the training room and vice versa The last 2 are on loveless Ave. One to your left then the other to your right.
You can very easily miss this as in my play through i didnt hear anyone call for help.
