Can be done on the first level.
Start the level and walk up to the cars. Stand in front of one of the cars and press Y to hit it with your cane. The cars move down a space then stop so aim to hit the car a couple of times each time it stops and then move back to avoid taking damage.
The achievement pop was about 10 seconds delay for me once I had destroyed the car.
