This is a story related achievement and cannot be missed.
SPOILER
Mission: Awakening
After the first base in this chapter (where the last secondary objective of the game is) you will com to a huge mining building if you follow the street. You will there have to clean out all the enemies (beware of the nanosuit soldiers). Once the are all dead and the helicopter is shot down an VTOL will land and you can finally go to the mines. Once there you will get your achievement.
