To obtain this cheevo, you need to craft 3 legendary items. As the name implies you need to craft top tier stuff, which is highly valuable.

Completing open world organised crime bosses can net you a few legendary/iconic blueprints too, usually with a whole bunch of lower tier crafting materials lying around as well.

Was hoping I could cheat the system with this one, and save before upgrading something to Legendary. Upgrade it to Legendary to get progress towards the achievement, then reload my save and upgrade the same thing again to get the achievement. Unfortunately that method didn't work but luckily I was able to easily upgrade everything else I had to Legendary

This works as of Update 2.0.
(I loaded an old save that I was fairly far into the story to do this).
This was very easy, no perks or levelling up of any attributes required.
In the crafting menu (go to Inventory and then Crafting in the bottom right corner) you need to craft 3 of the Orange items (I had a load of options in my older playthrough and barely any in the one I'm going through now for Phantom Liberty so I assume you unlock the blueprints as you play the game).
You need Tier 5 Item Components to craft Legendary (Orange) items. I made 3 of a quick hack (System Collapse) which cost me 12 Tier 5 components per craft (36 in total).
If your playing through the game then you can make the various Tier components by crafting them out of the previous level Tier. Just save everything you can and use them to build up to the Tier 5 components.

I haven't seen this exact solution explained anywhere, so posting for others who might feel stuck like I did.
As nicely explained by E73RN I Erj in the other guide, to obtain the perk(s) to craft legendary items, you need to have either level 20 Intelligence or level 18 Technical ability. But, you only get 71 attribute points to spend, and I did not wisely spend enough of those 71 points on Intelligence or Technical ability, so I was locked out from advancing either of those attributes far enough to unlock either of the needed perks.
However, you fortunately do have the ability to craft one legendary item - the legendary System Reset quickhack.
In the side job Spellbound, you need to successfully datamine the Book of Spells (sequence is BD E9 BD 55 1C FF BD) to gain the crafting spec for the legendary System Reset. Completing the side job Kold Mirage will reward you with an epic System Reset which is needed to craft the legendary System Reset.
Before starting the point of no return main job Nocturne Op55N1, craft the legendary System Reset quickhack twice. Craft the first one by using the epic System Reset rewarded for completing Kold Mirage. Sell the legendary System Reset you just crafted to any vendor (you can't craft the legendary System Reset again if you already possess one). Then go to the Netrunner who has an epic System Reset for sale in the northern part of Japantown (just to the east of the Skyline & Salinas fast travel point). Buy it, then craft the second legendary System Reset.
Once you complete the final mission and return to free roam, visit the Netrunner in northern Japantown again. He should have another epic System Reset for sale. If you still have the legendary System Reset in your inventory, sell it, then buy epic System Reset, craft another legendary System Reset, and then the achievement should unlock!

The cheapeast and less-tedious Legendary items you can craft are the components. You can also craft some guns but it'll require more moterials and a blueprint so it's just easier to go for the components.
First, spend Attribute points in the Technical Ability tree until you're level 18.

Some of them sell Rare components (they might sell higher ones too but I've only seen the Rare ones). Buy them all and skip some time until they're back in store and buy as much as you can/need.
