You need to start a game whilst playing as the pink cat from UoPoko.
As Player Two, On the Insert credit/attract/demonstration screen insert a credit (default is

Then press down, up, right, left, up, down, left, right, start.

You can simplify the input by going to the pause menu (
)>Settings>Other Settings. Then change 'Simplify Uotaro unlock command' to either unlock by holding the C button (
by default) whilst you press start (), pressing then or both options being available.

To switch between player 1 and player 2,
Pause and go to settings.
Select Controllers and press to assign the controller.
Select which side you want to play as then press to back out.
