There wasn't really a good guide out there for this, so I thought I would contribute.
This level is just the final boss battle. It's not too bad if you know what to do. You will start by flying straight at the dragon creature. If you line up early you can take down his first weapon on the flight in. His chest is the point to shoot at the entire battle. The lasers he shoots don't do much damage, so I just flew straight at him and let them hit me while shooting. The first part was down before I was even close.
The second part is a bit trickier. He shoots a huge rocket out of his eye. The way I found to best beat this is to hit the brakes button and line up the shot. When he launches a rocket it's quite evident he is going to because hit whole head area glows blue/white. When you see the rocket coming at you release the brakes and hit the boost and head straight down. The rocket fires in a straight line, so you really just need to get out of its path for a moment then hit the brakes again and start shooting his chest again.
Once that is down he rises up and then turns yellow and charges. The key is to shoot hit while he is up and avoid his charges. I found that if you head straight down on boost when he comes at you then hit hover, you can take him out pretty easily with an upgraded weapon in hover mode. You can also use the brake button and shoot his chest with the rocket pack. Just be sure when he turns orange to get ready to evade. Fly past him for a bit, do a quick 180 and repeat. It doesn't take much for this part to take him to a point you will see a B over his head.
Fly in close and hit the B button. You will land on his eye. All you have to do at this point is mash either X, or Y. Like you do when jacking a UFO. The result, if you hold on, is an video of you smashing out his eye.
This will bring you to the second stage, which is to... do it all AGAIN! You must beat him the exact same way for the other eye, when that is done you will get a nice finishing video and the end.
It is important to note that if you die at ANY point in this battle you must start from the beginning. So it's important if you get hit with a rocket, or by him, that you boost away as quickly as possible and wait until your health is back up.

When he was yellow, I just boosted over his head, did a 180 and kept hitting him with the rocket pack weapons. Worked great. Thanks!

to super slow down when your close to her. Once she moves the first time she will shoot lasers at you but that's easy just move left to right to avoid them. After it moves the 2nd time it will fly straight at you so just be cautious of where the boss is coming and get out of the way. Once you do enough damage she will stop. Run up to it and Press 
to initiate a Kill Sequence to kill her left eye. You will then need to repeat the same sequence to destroy her right eye. Then sit back and enjoy the Ending!
