This will likely come with normal play, because the game counts a blown off head as a limb. If you’re going for headshots (which you should, since they’re zombies), you’ll get it pretty quickly. You need 50 headshot kills for Bullseye anyway.


Not every headshot kill will blow a head off, but they happen frequently enough that I got this on the first enemy in Chapter 2 once you take control of Sam.
