First off, the best time to achieve this will be around the rank reset each month, around the 15th of each month. This will allow you to get a lower score for Merciless than if you were a higher rank.

This requires you to get the merciless victory with the Artist and her 3 specific perks:

• Grim embrace - Locks the gens for 30/35/40 seconds after you have hooked all of the survivors once, as well as you'll be able to see the aura of the obsession for 5 seconds. This can only be activated once in the match.
• Hex: Pentimento - lets you rekindle totems after survivors cleanse them. The more you rekindle, the better the perk gets, however you may not get any use out of this with boons and if they just ignore totems altogether due to not having any other hex perks.

Therefore, the perk you should rely on will be:

• Scourge Hook: Pain Resonance - Each time you hook a survivor on a scourge hook (white hook when you're carrying a survivor), the generator with the most progress will explode regressing it by 9/12/15% and if a survivor is repairing that generator they will scream revealing their location.

What add-ons I used were:

• Severed hands - any survivors near a survivor that is swarmed by crows will also become swarmed
• Silver bell - survivors that are swarmed become oblivious

Try to fire your crows on generators that you think will have survivors on them, if you space out your crows you can hit them with the crows and then get a damaged state on the survivors as well.

While in a chase you can aim the crows at a window or pallet to have the survivors be unable to use that tile otherwise causing them to get hit.

Once you down a survivor, always go for the scourge hook if possible to give you the perk bonus of pain resonance.

With 9 hooks, closing the hatch, I was able to get Merciless. There was room for me to get plenty more points from generators, using my ability and a few others as well.
