The Singularity's Forced Hesitation perk activates whenever you down a survivor, and causes any other survivor within 16m to become hindered for 10 seconds.
As The Singularity the best way to ensure you find and injure/down another survivor within those 10 seconds is to pair this perk with the Plague's Infectious Fright perk, which will make any survivor within your terror radius scream and reveal their position when you down another survivor. The Shape's Save the Best for Last perk can help reduce your successful attack cooldown also to recover faster and make the most of those 10 seconds.
Note: Despite the achievement stating 'with The Singularity', as of writing this guide the achievement will also unlock as The Clown who's Afterpiece tonic (purple smoke) can hinder survivors. This is a much easier/quicker approach to earning the achievement within one match.

Just to add, I believe the description of this achievement is not correct on Xbox. On PlayStation the trophy reads “In public matches, injure or down 3 Survivors who are Hindered.” Usually the second achievement in each DLC can be won by using any killer, which seems to be the case here.

It seems like the achievement was updated on xbox to not require being the Singulairity anymore, so if in turn the unlock conditions have changed, Clown is your best bet. Being hit by the gas induces Hindered on survivors so you should get this fairly easily.

I unlocked this achievement using The Unknown.
I kept hitting survivors with UVX which applied the hindered effect to them, and then hit them with my weapon.
I'm not sure if downing them with the UVX counted towards progress as well. I downed a couple of survivors with UVX in the same game that I unlocked the achievement in. (My thinking is that they were hindered from the first UVX hit, and then I hit them again with UVX to down them?)
