For this achievement you want to sacrifice all four survivors on hooks before five generators are done. This means you can't kill them with a mori or through perks/abilities like Devour Hope or The Pig's Reverse Bear Traps.
Also you cannot shut the hatch, doing so counts as the generators being powered and nullifies any achievement progress. You won't get progress if you close the hatch while the last survivor is going through the death animation either, so just fight the urge to stomp it shut.
A good tip is once you're down to two remaining survivors, just down the first but don't hook him until you've found the other. If you don't the last survivor might find the hatch by himself and escape.

Closing the hatch does NOT void the achievement anymore, I just unlocked it in a game by killing the last survivor after closing the hatch.

Any Killer can earn this. You must win the game by sacrificing all survivors before they can complete their objective. This is skill dependent and should be attempted with whichever killer and perk set up you are most comfortable with. You will need to win 15 games with the "Nobody Escaped" scoring event while there was at least 1 generator remaining. Survivors must be sacrificed to the entity so no one can bleed out or be killed by a Mori or the Pig's Reverse Bear-Trap. The trophy will pop on the results screen post-match. You can unlock this trophy without owning the DLC.
To better your momentum and keep survivors from working their objective there are a few perk options to slow the game. Some popular ones are The Hag's "Hex: Ruin", The Plague's "Corrupt Intervention", The Huntress' "Hex: Huntress Lullaby" and Basic perk "Sloppy Butcher". Pair these with some reliable tracking perks to help find people faster and this can be done fairly easy with many of the killers. I personally use The Cannibal perk "Barbecue & Chili" and Basic perk "Whispers" often. For more details on these perks, click here to see the Killer Perks Supplemental Guide: LINK
**As of patch 2.7.0 the hatch can now be closed by the killer if he finds it first, which powers the exit gates and starts the End Game Collapse. With the Basic Perk "Whispers" after you close the hatch on the last survivor, it's very easy to determine which gate the survivor is trying to open and stop them. If the timer runs out and the Entity kills this last survivor, it still counts as a normal sacrifice and counts towards this trophy.**
