First, give off the impression that you are a friendly killer. I was Wraith and constantly rang my bell to alert my presence while moving. More often than not survivors understood that I didn't want to harm them - yet. You can speed things up by guiding survivors towards gens and nearby pallets for them to stun you as it gives them a good amount of points and further presents the idea that you are there to help them.

When all the gens are done, show them to an exit gate or follow them to an exit gate and that's when you down them with NOED/Rancor. Remember that the hooks have to occur during the end game collapse, so make sure to open the gate before hooking downed survivor. Then stand far enough away so that they can be unhooked, but close enough for you to down the rescuer - if you're lucky a brave hero will come and save them. Hook the rescuer and repeat as needed.
