The description is very self explanatory and will unlock naturally as you play. You must be in a chase and use RB to pull a pallet down on the killer.
Familiarise yourself with the map and keep an eye out for pallets at all times. Especially when repairing generators and unhooking survivors. I got some good progress on this when teammates or I accidently failed the skill checks on generators. Most of the time the killer will run over and check Generators anyway.
