How to unlock the Joke’s On You achievement in Dead by Daylight - Definitive Guide

Scamper is one the the abilities of Chucky and this can only be used by him.
When you use your main power "Hidey-Ho Mode", you become undetectable and run around stealthily. During this time, if you come across a window or a downed pallet, you can press cn_RB and scamper through or under the window/pallet.
This is much quicker than climbing through normally or breaking the pallet.

After scampering through an obstacle, you have to hit a survivor with an attack, which could be your basic attack or your Slice & Dice if you have it, then repeat 10 times. You can do this in a single game, or over multiple games.

Ideally, you'll want to chase a survivor around a pallet, without getting stunned by it, then activate Hidey-Ho to dash under it and chase them. As you clear the obstacles so quickly, you can usually catch up with them. If you're being looped around a pallet, you can get a couple of shots at this before Hidey-Ho mode ends.

I found it useful to use the green add-on called Running Shoes as they give +2% haste after performing a Scamper. Yardstick is also useful if you lose people a lot, as it reveals auras in a small radius after a Scamper.

So Chucky was reworked, you can no longer Scamper by just clicking the right bumper while in Hidey-Ho Mode but now can only Scamper by using the special ability Slice & Dice in Hidey-Ho Mode on a downed pallet or through a window. This makes it much harder to get those 10 hits off.

Id recommend a build that worked for me:
Batteries Included, Rapid Brutality, I'm All Ears and Play With Your Food.
Addons: Running Shoes and Hard Hat
For me, landing hits with his charge attack (especially after scampering) was too difficult, so this build I put together helped facilitate getting basic attack hits after scampering by boosting your speed in order to catch up. Bear in mind, however, that more often than not you'll only manage the hit if the survivor stays close enough for you to catch up with them. If they choose to run from the pallet/window you won't be able to hit them with a basic hit in time.
I also would recommend trying scampering when near a hooked survivor being unhooked, or slugging a survivor near a window/dropped pallet to potentially hit would-be rescuers.
