It's almost impossible to get this achievement with random players. You need to hang back away from survivors by at least 24 meters and down them with hatchets. Offerings for lessening the Dark mist are very helpful because you can barely see survivors from your distance. You can also use add-on Iridescent Head for instant down after first hit.

Anyways, I found much success obtaining this achievement in only a few matches. The trick was to be a friendly killer and trying to communicate with a survivor. I'd hit some random objects and then back up with my axe in the throw position until I was far enough back. Most people figured out what I was doing - some were more helpful than others.
You can also try messaging a survivor while you're in the lobby and see if they're willing to help you.

Is it possible to boost this by setting the game region to lets say India or some foreign country and getting 5 people in the same lobby? How did you boost this achievement?

This achievement is now far easier then it once was. It used to need 100 downs at this range which was really crazy. Very difficult to get a down like this in the wild so I would recommend using forced coercion. (I mention this in a Legion post as well)
Play normally (hopefully not tunneling or camping) and kill all but two. At this point you can down one and carry them around to show the survivors that you could kill them but won't. Get them on the same gen or next to each other healing.
Get them both injured, back off and let the hatchets fly. Try to keep one up so they heal each other to make the process smoother.

Your guide was actually good, it helped me out, thank you! Plus in regular matches even when I was losing, there was a situation when you can just down the survivors in the gates or near the switch. But in general yes, your tactic worked well.

Downing a survivor means to put them into the dying state. It usually takes two hits to down a survivor. Once to take them from healthy to injured, and the second hit to take them from injured to dying. At base power, this trophy requires you to either hit an already injured survivor from a considerable distance with a hatchet. There is also an ultra rare add-on called the Iridescent Head which can take a healthy survivor straight into the dying state, but at the cost of carrying 4 less hatchets at a time forcing you to reload at lockers much more frequently. However you approach this trophy you will need to get exceptionally good at precision hatchet throwing to accomplish this, making it the hardest trophy in this chapter.

There's also no inherent way of knowing the distance a survivor is from you making it tough to know what counts towards this. The general consensus online is that you should run the basic perk "Deer Stalker" at tier 2 which highlights downed survivors with an aura when they're within 24 meters of you. I found the ideal way to get this trophy: we attach maximum perks to the hunter that give the Exposed effect, so that in any case we can kill survivors in one hit. Then we fight until we completely kick one of the survivors out of the match (we try to do this while a maximum of 3 generators are running). Then we chase after all the survivors without hanging them on the hook until we put everyone on the ground. Then we lift them one by one and carry them to the generator. Most often, one of them begins to repair it, or goes to friends to raise them. Both options are good in the sense that there is already one survivor ready to cooperate. If he runs, then there is no point in chasing him; you can continue to lay him on the ground. When he starts to repair, we simply retreat to the required distance and attack him with axes.
