This was not by the devs on purpose. They also had the wrong description for another achievement but fixed that one server side.

Just in case you get confused about the phrasing of this achievement like I did, sacrificing a survivor simply means getting them onto a hook after downing them. So you don't need to fully sacrifice all 4 survivors in a match, just hook the survivors 4 times in a match is all you need to do.
