You will earn a Legendary "Emma's Wrath" from completing all main story quests, which is how I got this achievement. You can also earn one from various side quests. Two that I have gotten are by completing the "Fool's Gold" Lost & Found quest, and the "[Redacted]" Lost and Found. From these quests, you will earn a Legendary "Blood Rage" knife and Legendary Bodycount assault rifle, respectively.

I think the rooms with the fuse can give you one as well after the story.

I've only ever gotten Superior weapons out of fusebox rooms. Even now after I've finished the story.

There are 8 legendaries in the game and they're rewarded from completing a certain quest. The "easiest" one is "Emma's Wrath", since all you have to do is complete all of the main quest.

The surest way to bag a Legendary Weapon is to level up to around 20-25, then complete one of the later Lost & Found weapon quests that has a guaranteed weapon reward at the end. The ‘Fool’s Gold’ Lost & Found Quest at The Pier is a good shout - you’ll get the ‘Blood Rage’ Legendary Weapon (a skull-puncturing dagger) for your efforts. Or you could wait until the end of the story and get Sam B's 'Emma's Wrath' hammer.
