The special forces Soldiers Don't appear until later in the 72 hour game mode, i believe you NEED to do the main cases for the to show up. kill 10 for this achievement.

You can do this towards the end of 72-hour mode when the special forces come to the mall (considering you’ve been completing your cases), or you can do this in overtime mode. Either way take 10 of these guys down in 1 play through to get this achievement. These guys are tough and the best way to kill them is with the small chainsaws or katana up close, or by using their own machine guns against them. If you've unlocked the megaman buster or laser sword, they usually go down in one shot.
