This is actually achieved by shutting down the core mainframe halfway through chapter 7. This is a story based achievement and not missable. You must shut down the core in order to proceed.

Story Related. Unlocks in Chapter 7.

You’ll unlock this after smashing all the Power Cores in the Main Frame of Chapter 7, after connecting the fuses in two circuit rooms connected by a crawl vent. Take note that you can acquire the Peng collectible and trophy in this area as well, refer to the Collect Peng trophy and do this before you smash the Power Cores.
