This side quest can be completed during chapters 2, 3, 4, 6, 7, 8, 9, 11, 12, and 13.
If you talk to George (I believe you have to find him at the sheriffs department for this), he will mention he is missing Arnold. Arnold is a dumbbell which you can find inside the sheriff departments kitchen. Then return Arnold to George to complete the side quest.

This will probably be the first Sidequest you'll complete. During your time running around the department for squirrel keys you should find in the Kitchen area a dumbbell with Arnold inscribed on it. Take this to George in his office to finish the quest.
