The description describes the exact method, but take note that it has to be raining for George to appear at his house after 21:00, so once you've found the flower while it's raining do the Graveyard (that is, sleeping and eating until you get the right conditions) trick until you can get it to rain after 21:00.

This is the Sidequest you should do ASAP as the Radio will save you so much time. If you check your map when it's raining you'll notice a flower icon will have appeared in a couple of locations. Go there and pick the flower, then take it to George's house after 21:00 to get the most useful item in the game.
