This can easily be achieved before beating the game if you do all of the side quests. Also this is not the max level in the game, the max level is 21.

Just a sidenote: the max level is 21 with the Snow Mountain DLC, the vanilla game has a level cap of 20.

Can you go back and rank up after beating the game? And is there a good spot to get XP fast?

This guide is for people near the end of the game who are level 14 - 19 and looking for a good way to get extra XP.

First, I recommend that you complete the 'A Safe Return' mission, given to you by a green alien (in the Dark Forest close to the Wishing Well). Once completed the alien will give you the 'Ray Gun'

Now once you have received the Reindeer Earmuffs, go and speak to Santa. Once the fight starts, he will send out a 'Coal Monster' boss at you.
This boss will throw out infinite 'coal mines' and 'burning embers' which can be killed with one hit with the ray gun. They are all level 18 enemies, so will give out decent xp.
Keep killing these, making sure you are not caught in the explosion when shooting them, untill you are at the level you want. Keep in mind the quests after this one will also give you quite a lot of xp.
If the Coal Monster is close to death, but you still want more xp, let yourself die, come back and repeat the process.

This shouldn’t require any grinding as I reach Level 21 (max) easily without even doing all the side quests or purposefully grinding. If you’ve been completing side quests reasonably, you should be around Lvl 17-19 before leaving for North Pole. You can continue the game even after the completing the Story and work on this trophy among others.

If you want to grind further, the islands in the middle of sea are a good spot as the area is small and each one has an Outhouse for fast teleportation around. You can also go for the DLC trophy (if you have it) and access the cave East of the Snowy Mountain Outhouse.

Even if you don't get distracted by side quests at all, at the end of the game you will be level 18-19. The easiest way to reach level 20 is in caves by combining it with Dispenser of Justice .

But it is better to complete side quests and enjoy the game, then this trophy can be obtained even before the final battle

PS Level 20 is the maximum level in the game, but the DLC allows you to level up to level 21.
