Easiest done on Mission 2 - Byers Pass
Towards the end of the mission you will be above the train tunnel with access to dynamite. You need to make sure not to kill the 2 guys stood in front of the tunnel. You then want to trigger an alarm in the area. This will lead to a group of 3 guards coming out who will start patrolling the area. Stand at the top by the dynamite and when the patrol is passing by the 2 guards at the tunnel blow them all up.

For some reason, this won’t work on mission 13. No idea why, as I got the 6 skill kill on the same pile.
I then deliberately tripped an alarm and killed 12 with one dynamite, still nothing.
