Available in Chapter 2 One Hell of a Night. You'll get a few hints throughout the level about where the money ended up, but you can get it at the very beginning instead of backtracking after you figure it out.
The first step on the path to doing the right thing and returning the money is knocking out the lady you just woke up next to and robbing her. Grab the cash and bring it to the large bank under construction (not the small one on the corner). You'll probably want to clear out all the guards so you don't die doing it, that way you can finish the level and also get the badge for returning it.

If you wait too long she disappears. I loaded my save from near the boat at the end of the level, ran back to the start and she had gone and left a note essentially saying "so long suckers!".

It seems the point of no return for this is when you pick up McCoy to take him to the boat. Make sure to grab the cash and return it before picking him up.

In Chapter 2 - Baton Rouge mission, hit Rosie with Hector as the mission starts. She will drop a brick of money. Pick up the money and then place it inside the bank vault (where Doc is unconscious).
