Wait until the fourth or fifth story mission in Albion before really stressing about the Arkvoodle quests in Albion. Near the end of the amount you have for this area, the Shama Llama will actually request you to complete the ones in Bay City (primarily the last one, since recruiting the Freak is the only way you'll get the last in Albion to unlock). After that, you're free to complete the rest.

Completing all of the Arkvoodle missions in Albion will unlock the Alien Artifact Detector, revealing artifacts on your mini-map with a small red square.
