Nano4211 has made a video that shows where all of the Alien Artifacts and the Furotech Cells are located in Bay City. He recommends, and it is required, to get all of the Jetpack upgrades prior to trying this. The solution to that is simple: complete most if not all of the story missions for Bay City as well as the Odd Jobs and Cult Missions to get enough cells in order to unlock both upgrades. With 3 missions, 4 cult missions, and 2 odd jobs completed, I was able to get enough to get both upgrades.
