Once you go to China, head to the Hung Hua Hotel. On the top floor, you'll see a man arguing with an escort in far-left room. Go inside and talk with the lady and accept her plea for help to start the sidequest "Rotten Business".

does this disable the pacifist achievement?

Killing him by tossing him off the building does disable the Pacifist achievement. If you're going through trying to not kill anyone, make sure to ask the quest-giver about the non-lethal solution (planting drugs on him). If you don't want to get the achievement without compromising your no-kill streak, just save your game right before entering Diamond Chan's apartment, then knock him out and drop him off the building (the achievement pops right after you drop him). Then, load up your save, knock him out and plant the drugs in his apartment, and complete the quest as normal.

Missable! Upon landing in Hengsha, pay a visit immediately to Hong Hua Hotel 4th Floor. You will see Mei arguing with her manager. Speak to her to get the sidequest Rotten Business. - Head to Diamond Chan’s apartment in Youzhao District, on the rooftops near the entrance.
- Approach the door, wait for him to complete the conversation, then go in and knock him out.
- At this point you have two choices: Plant the drugs and leave, or drag his unconscious body over and let him fall, killing him and unlocking The Fall
