If you accepted Koller's side mission when you first visited him he would've asked you to go see Otar and get a calibrator from him. If you successfully got this calibrator for him through this method or through the Time Traveller method then after completing either the Church or Bank quest he will call you and ask you to come in to see him.

When you see him he will install the calibrator into J's sysetm and abilities will no-longer overheat.

So for this guide I can only go of off what worked for me and how I got the achievement. I did the time traveler achievement which is getting the Neuroplasticity Calibrator before Koller even asked for it. Once I finished the 11th main mission Koller contacted me asking to meet up in the sewer to upgrade me. After I met with him and a short cut scene the achievement unlocked. If any questions ask away and happy achievement hunting!!

After you meet Koller the first time and save him from the Dvali gangsters' attack, he'll discover the experimental augs in Jensen's system. In order to make them all available at the same time without glitches, Koller needs a Neuroplasticity Calibrator.

That item is in Otar Botkoveli's casino. You can follow the side mission that launches right after the conversation with Koller and debate with Botkoveli. Winning the debate will allow you to grab the calibrator from his office. The alternate way is to steal the calibrator before you even save Koller, allowing you to unlock the following achievement as well:

Regardless of how you obtained the item, Koller will contact you again after you complete Main Mission #11 telling you that he is now able to help you. Follow the side mission waypoints, meet with him and he'll upgrade Jensen, unlocking the achievement.
