GETTING THE SIDE MISSION
To start the side mission, talk to Milena in the old toy factory in your first or second prague visit.
The toy factory is guarded and can be found if you follow up the road after Koller's police checkpoint.
If you upgraded your feet at this point you can jump over the roof, hack the garage and access the vent. This is the easiest way. Talk to Milena and accept the mission.
TALK TO THE COP IN FRONT OF THE FAKE CHECKPOINT
There's a female cop just before Koller's place that will help you out. She is preparing a file herself and she will help you instantly.
CHECK WITH THE TWO AUGS
The first one is Irenka in a basement theatre a few feet away. Speak to her and give her the permit.
Next up is Edward's Store behind the Metro. Edward is being robbed as you enter. Take out the robber and give Edward the permit as well.
VALIDATE THE PERMITS
Travel north now, the registration building is just to the left of the Metro exit. You can go in the front, which will most likely mean triggering an alarm, or take the vent on the back. The Vent option on the backside of the building means that you need the leg upgrade, but it makes the whole thing a lot easier.
Once you're in the registration office, hack into the computer and choose the person you want to help out.
Also is there any benefit to choosing to give one the permit over the other?

To trigger this mission approach the police checkpoint just outside of where Koller's bookstore is, and a guard will challenge you. Agree to retrieve a permit and the mission will begin.
Head to the first marker and a guard will turn you away. Use the lift on the right to get up above the goons, then drop down and dispatch the two guards in the courtyard. Head to the second alcove on the right, and there will be a vent with a pocket secretary inside that will give the code to the storage locker on the right (1998). Access it, and use the vent. You will emerge in a room with a woman, which will trigger a conversation.
Agree to help the two people get their permits to continue, and the woman will give you the code to the safe in the storage locker, which has some goodies. Go to the two objectives and talk to the people. Edward has a thug harassing him which you need to knock out.
You also need to head back to the checkpoint and deal with Drahomir. To do that you can either find the female cop (who is standing nearby) or take them out. I snuck in and neutralised the three of them with the stun gun, which completed the objective.
Once you've done that head to the northern district, to the permit office. There you will need to take out two guards and avoid some cameras. Head into the back and disable the cameras using the terminal, then activate the permit stations. Choose who to help, and the mission will end and the achievement will unlock.

To get the Golden Ticket Trophy/Achievement, you must first activate the side quest which you can do by following the waypoint marker to KOLLER and his bookstore when you regain control of Jenson in his apartment building.
You will be stopped at a checkpoint by a cop named 'Drahomir', and a series of dialogue choices will play out. I Recommend choosing the following: Cooperate, Play Along & Accept. You will then be tasked with finding the document agent who is just around the corner from Drahomir. He will ask that you pay him 35,000 Credits (extortion at its best right?), but you can simply confront him and say that you'll find another way in by choosing the sneak around option.
When you gain control of Jenson again, turn around and climb the ladder then follow the path to break into the compound. You will then have to sneak past a set of security lasers, cameras and deal with the guard upstairs. After doing all this activate the terminal and open the vault door then talk to Melina who is in the next room.
Melina will tell you that she has been taken hostage, and she requires your help to deliver two documents so when able choose the Inquire, and I Want To Help options and you'll need to deliver the two documents now.
On your way to the first waypoint you will see three police officers so talk to one of them and tell them what Drahomir has been doing. This will now spark a gunfight in the middle of the street so simply walk into the theater and drop off the first document. Follow the objective waypoint to Edwards shop and deal with the thug to deliver the second document.
Now you must make your way to Cista CTVRT and activate the passes. To get into the building simply walk around the side of it, jump on the car and through the grate above your head. Interact with the terminal and activate the station and choose who you want to help, this will be the point your achievement/trophy unlocks.

This achievement is missable and is earned for completing Side Mission 01, The Golden Ticket.
This side mission can be triggered by speaking to the police officer at the roadblock that cuts off access to Koller's library from the main plaza road. After speaking to the policeman, follow the objective waypoint and it will lead you to a gang hideout west of Jensen's apartment complex. It's up to you in how to deal with entering the hideout, but your end goal is speaking to the Forger inside the bedroom of two-story building.
When you are speaking with her you will learn than there are two individuals in Prague that need their permits activated. Accept her request and continue to follow the objective waypoints; you will meet Irenka Bauer and Edward Brod, then be tasked with breaking into the police station to activate their permits. Be stealthy when breaking into the station and making your way towards the back room. Once inside, you can use the computer terminal to activate the permit station, then you must choose between activating Irenka or Edward's permit. Choose either one and the achievement will unlock.

In southern part of Prague, approach the Police Checkpoint on your map and you’ll be stopped by Drahomir. He’ll tell you that you need updated permits to pass and will try to scam you by directing you to a document agent. This starts the side mission SM01: The Golden Ticket. This mission must be completed before leaving Prague for Switzerland (Story Mission M13).
Meet the Document Agent & Confront the Forger Upstairs - Just outside of Konicky & Hracky you’ll find the document agent who is selling forged permits. Turn him down when he asks for credits and say you’ll find another way. Using the scaffold jump up to the balcony above to gain access into the restricted area. Stun the goons inside and hack the door on the left (Code: 1998). Crawl through the vent and you’ll be in the room with the forger Milena. Speak with her and you must choose reassure every time, inquire, then accept. You’ll be asked to get Irenka and Edward’s permits validated at the Government Registration Office in northern part of Prague. You can escape back the way you came, a little risky, or via a hatch in the ground on the lower floor that leads to a poison gas area with a destructible wall in the sewers. Completionist 750 XP, Ghost 200 XP, Smooth Operator 200 XP.
Meet Edward and Irenka & Deal with the Thug - Leave Drahomir alone for now. Find Irenka at the Vincent Van Aug gallery, then head to Praha Mini Market. Quickly take out the thug threatening to kill Edward or he’ll die. Speak with Edward, either conversation option is fine. Completionist 750 XP.
Validate the Permits - Head to the north exterior of the Governmental Registration Office and you’ll find a grey van there. With the Klipsringer Leg Jump Aug, sneak in via the vent above the van. Drop out into an office with a Lvl 1 Laptop, hack it (password: samithedog) and activate the permit stations. A short conversation with Milena ensues, quickly choose Irenka or Edward before the timer expires. Trophy unlocks. Completionist 750 XP, Ghost 200 XP, Smooth Operator 200 XP.
