The locations are as follows: (In brackets is earliest possible race)
Finland (Season 1 - Alpine Trophystars - Event 1)
Michigan (Season 2 - Pro Invitational -----)
Kenya (Season 1 - Alpine Trophystars - Event 3)
Norway (Season 2 - Osiris Offroad Rush - Event 1)
Aspen (Season 1- Brembo Blast - Event 1)
L.A. Coliseum (Season 2 - X-Games - Event 1)
Monaco (Season 2 - Osiris Offroad Rush - Event 3)
Smelter (Season 1 - Alpine Trophystars - Event 2)

Progressing through Dirt Tour, you should get this completing the end of Season 2, after winning a race in Michigan. If you want this right off the bat, or know what location(s) you are missing, you can do single player races from the main menu, or even online races.

Theres a Michigan event in season 2, its the final in the Pro Invitational.

There are 8 locations in the game but they are not available in just one discipline:

Here are the 8 locations and what season they appear in the Dirt Tour:
Finland (Rally and Trailblazer) Season 1
Kenya (Rally and Trailblazer) Season 1
Michigan (Rally and Trailblazer) Season 2
Norway (Rally and Trailblazer) Season 2
Aspen (Rallycross, Landrush and Head2Head Season 1
L.A. Coliseum (Rallycross and Gymkhana) Season 2
Monaco (Rallycross, Gymkhana and Head2Head) Season 2
Smelter (Rallycross, Landrush and Head2Head) Season 1

You need to win one race at each of the locations, you can unlock this by winning online races (Thanks to K0RNMA5T3S for confirming), Dirt tour events and Single Player races.

If you go through the Dirt Tour this will unlock at the end of season 2.

It does unlock by winning online races.
I already got this one and i've only just completed one Dirt Tour Event ;)

You don't need to worry about it if you are going through the DiRT Tour and winning every event, it will pop over time. The trophy requires you to win a race in each of the 8 locations, the type of race doesn't matter. For reference here is a list of the locations.
