Best way to do this is to forget about teams altogether. Although the description does say steal from the opposing team it does also (definitely) work in solo as this is how I got it.

If you do it in Pro Tour team there is no option for 2, 3 or 4 teams like there is in Jam Session so you basically have two teams of four people. Therefore there are only four people you can steal off as you cannot steal from your own team. Also once one team has hit the score limit (e.g. 3) the game is over so you have to get it before 5 (1st to 3 is the same as best of 5) flags have been scored. Not easy to do unless you can get a full boosting lobby together which will not be that easy as you can only take your own (max) four man team into Pro Tour team games.

If you go into Pro Tour solo you will be able to steal from all seven other people in the game making your chances of getting a steal much greater. Also, as everyone (eight people) is trying to get to the score limit (rather than just two teams) the total number of flags could be a lot higher (e.g. in a 3 to win game you could end up playing 17 flags - 2 for everyone + 1 extra for the winner) so the game goes on a lot longer - again meaning more chances to get the five steals.

Also the other solution implies that you need to steal five different flags - not true. I got it in a solo game before the 2nd flag had been scored as everyone got trapped in a corner and it was passed back & forth multiple times.

A slight variation of this was discovered by yollom69 who said "I got the flag then went to the nearest corner, hand brake turned into it so I was facing outwards and waited for someone to steal off me. As soon as they had I stole it back which is easy as I'm facing outwards and they're not. Head for another corner. Rinse and repeat."

At this point (May 2012) this is very easy to get, as there is no-one playing the party mode. No-one. All you need is one boosting buddy.

I played on a Sunday night with a friend. We both searched for the party mode, found each other instantly, no-one else playing. We vetoed the first game type, got Transporter on the second. When the game started, I took the flag, and then we just bumped nose to nose back and forth, stealing the flag from each other. The achievement popped for both of us inside 20 seconds.

Simple !!

Gather a even numbered amount of users (4,6,8 as there needs to be balance for Team gameplay), head off to Pro Tour lobby and set up Teams of 2, 3 or 4 users respectively. Choices are solo and team so make sure you select "team" in the Pro Tour lobby.

With a vocal countdown hit "search matches" for Team Transporter and with some luck everyone should get linked up in the same lobby without randoms and the timer will start to countdown. Each user will take a turn capturing the flag first, next user steals it, rinse and repeat until each user has stolen this 1st flag once. Once this is completed get any one of the users to transport this flag to the purple base, in order for the 2nd flag to populate, capture this one then head to a central area in the compound free of obstructions.

Now congregate around this user with this "last" flag and take turns ramming each other, tracking amount of steals as you go along. Once you have stolen 5 flags the achievement will pop-up in-game (unlike the other D3 cheevos which pop-up after all the loading screens disappear after race results).

Best news is all the users can take their time in this mode as there is no timer for Transporter, just target amount of flags to be returned to base which you won't be doing anyways for this unlock.

Grab a friend and play Transporter, when the game starts, one of you, takes the flag, then have your friend touch your car while you will do the same, repeat it 5 times, and BAAM! Achievement Unlocked.
