Head into the Singleplayer menu
Time Trial
Set the Discipline to Rallycross
Location - Shibuya
Track - either Yamanote Line or Hachiko Square (As they're the shortest)
And the vehicle class doesnt matter but the Rallycross cars are faster.
The 2 suggested tracks take less than 30seconds to complete, once you have completed one full lap press start and end the session.
The achievement will pop in the loading screen

From the main menu, select "Time Trail", then rallycross, Shibuya as the location and "Yamanote Line" as the track. Any vehicle is fine. Complete one lap to register a time, and then select "Retire Race" from the pause menu. The achievement will unlock as the main menu begins loading.

From the main menu, go to Single Player > Time Trial, select rallycross as the discipline and Shibuya as the location. You can then pick any of the tracks and vehicle classes. Just complete the time trial to get the trophy, it doesn't have to be done in any particular time.
