Pirate Cleaners attack after the 51st floor in Item World. Pirate Cleaners travel on the Treasure Ship. If the pirates do not attack within three turns, then you can immediately move to the next level and expect an attack there. In order to get a pirate ship for Reverse Pirate, you need to kill all the enemies on the map.
