How to unlock the Persuade by Force achievement in Disgaea 3: Absence of Justice - Definitive Guide

When you try to pass bills in Homeroom, you have a chance of your bill being rejected. When this happens, you are given the chance to "Persuade by Force". If you do, combat will begin, and you must eliminate all reps that voted Nay. You can either kill them in combat, or throw them into a higher-level Yay-voting rep. When thrown into another rep, they will merge into whichever one had a higher level, adding their levels together (up to 9999).

Be careful not to hang out close to Yay-sayers at the end of your turn. If any attack damages a Yay-sayer, they will turn hostile, requiring you to deal with them as well.

Keep in mind that if you put characters into the Election Committee, there is a chance they'll vote Nay, forcing you to take them out.

Once you have eliminated the last enemy, the bill will be passed, and the trophy will pop.

Do not make a habit of using Persuade by Force. Each time you kill a rep, they hate you more and more. Once you've completed a Persuade by Force, focus on buttering up the reps as much as possible, one club at a time. Keep junk items you've collected in the campaign or Item World runs as bribe material. Try to bring a full set of 32 items to give away. Their disposition will eventually become better and better as the game goes on, making bills easier and easier to pass.

Once you suggest a bill in homeroom, there is a good chance the council will decline. If they do and you are still a low level, you will likely be stomped if you try and take on the level 900+ representatives. There is a way to get through in this situation. Bribe at least the highest level representative until you're sure he'll vote yay. After initiating the persuade by force, lift a representative who voted nay (red health bar) and throw him into the higher level who voted yay (yellow health bar), or the other way around, it doesn't matter. The monsters will merge and whichever had the higher level will remain with the combined level. If this was one who voted yay, it will maintain neutrality in the battle. Remove all the nays in this way and you'll win. A word of caution: you can't merge enemies to have a level greater than 9999, you can't merge legendary reps, and if a neutral enemy gets hit by you or an enemy attack it will turn hostile.

You need to make a request to the student council, which is doomed to failure in advance, and do not try to correct the situation using bribery. Just start voting, when the vote is failed, select "Persuade by Force" in the option and defeat all the teachers. Your proposal will be approved and you will receive this trophy.
