At the very beginning of Chapter VII, you'll find yourself having a conversation with
who asks you to
Head south out of the castle you start the chapter in, and when on the world map go west through the snow until you hit the coast. Follow it south, and eventually you'll see a boat bobbing off shore on the world map.
Heading for the boat will load in an area with an old harbour - head inside the building, hand over 1000 Golz and the boat is yours!
It can be summoned at any coastal hut by talking to the NPCs there.
