How to unlock the Persuasive achievement in Dragon Age: Inquisition - Definitive Guide

The following is the location and requirements for all of the agents I have found thus far in the game sorted by location. Some of the agents will require either a certain party member with you, or the appropriate knowledge perk from the inquisition perks. Some maybe recruited from knowledge that I didn't have at the time I recruited them. Some of these may also be recruited with different party members, I have only listed the ones I had with me when I recruited them. There are at least two new agents that have been added in the Jaws of Hakkon DLC and they do count towards this achievement.

The Hinterlands:

Lord Berand and Speaker Anais can both be found in Lornans's exile. Lord Berand will join just with talking to him. He is on the second floor in the pub.

As for Speaker Anais you have to first clear the rift in the cave in the back of the area. After that you can return to Speaker Anais and she will give you 3 conversation choices. If you chose to have them help the refugees she will NOT join you as an agent. But if you chose to either have her become a spy for information, or spread word of the Inquisition then she will join as an agent.

Witty Ritts is gotten during the quest "Strange Bedfellows". You will have to save her from some templars. After you save her you can find two hidden items nearby that will identify an apostate mage and I can not remember what the second is but it is in the same location. Once you have done that you can speak with her. There are two ways you can recruit her. The first is to have Varric talk to her via the special option in the dialogue wheel. The other is if you have the criminal knowledge inquisition perk.

Horsemaster Dennet is recruited during the quest “Horses For The Inquisition" when you talk to him you can either recruit him via having Cassandra talk to him via the special option in the dialogue wheel or if you have the noble knowledge inquisition perk.

Enchantress Ellandra can be recruited after completing the quest "My Lover's Phylactery". It may be possible to recruit her with the arcane knowledge inquisition perk but I do not know for sure. You can however recruit her by having Vivienne speak with her.

Smuggler Tanner can be recruited after you turn in the quest “Business Arrangements” by having Cassandra speak with them using the special dialogue option. Can also be done with Varric. Thanks Calex dEUS for this info.

Celmence is a tranquil that you can speak with during the quest "In Hushed Whispers " as far as I know there are no requirements to recruit him, simply talk to him.

Corporal Vale is located in the crossroads. After completing the Templar and Mage headquarters, the feed the refuges, clothe the refugees, and deal with the bandits side quests, as well as finding someone in Redcliff for him, you can go and speak with him and choose the recruit skilled refugees option to get an agent.



Siding with the Templars

If you chose to side with the Templars you can recruit Sgt. Barris. In order for him to survive through the mission you must not let the Hall defense gauge drop below 50% or he will die when the Templars go to destroy the barrier. Thank you Lliryn Dres for this information!

The Fallow Mire:

Sky watcher: is an Avaar that you can recruit after completing the quest "Lost Souls" Simply find him at the fort entrance and speak with him and he will join you.


Val Royeaux:

Belle is standing around in Val Royeaux and can be requited simply by speaking with her.



The Storm Coast:

The Blades of Hessarian Is kind of annoying to recruit. First you will have to make the Mercy's crest via one of the requisition quests given by the requisition officers at any of the camps in the zone. You will also need to pick up the quest "Cleaning House". Once you have both equip the Mercy's quest then head to the bandits camp. Once there you will be able to challenge the leader to a 1 on 1 duel. Upon defeating him simply speak another bandit and they will join you.


Crestwood:


Jana is located in Crestwood village in one of the houses. She wants to join the Grey Wardens. You can recruit her either by having Solas talk to her or if you have the Noble knowledge inquisition perk.


The Emerald Graves:

Fairbanks is recruited after completing the quest “Victims Of War” nothing else is required.


The Exalted Plains:

Loranil is available after completing the quest “By the Grace of the Dalish” In order to get the quest you need to do all of the Dalish quests in the area to earn their favor.


The Western Approach:

Frederick can be recruited after completing all of his quests including the slaying of a High Dragon. Once you have done that simply speak to him to recruit him.



Emrpise du Lion:

Michel de Chevin can be recruited after killing the demon Imshael and taking the keep that he is located in. Once you have done that simply speak to him and he will join you.


Skyhold:


Avaar Chief will come to skyhold and throw some animals against your castle walls in retaliation for killing his. He will be the first person that you sit and judge as the Inquisitor. If you choose to arm and exile him he will become an agent for you. If you choose any other option you will not be able to recruit him.

Servis can be recruited when you sit in judgement of him. You must speak to him in The Western Approach and bring him to Skyhold to do so. Simply order him to become a spy and he will become another of your agents.

Magister Alexius can be recruited during his judgement by ordering him to perform magical research for you. Any other option and you will not be able to recruit him. Requires the Arcane Knowledge Perk. Thanks Calex dEUS for this information.

Florianne After Killing Florainne in Halamshiral you will be asked to judge her corpse. If you choose to sentence her corpse to community service you will get an agent.

Lord Pel Harmond can be recruited by first speaking with Sera until she speaks about her concerns for the Verchiel region. This will open up the war table mission "A Battalion for Sera and Verchiel" after completing this mission at the war table go back and speak to Sera again. She will ask you to go with her to get paid. Agree to go and this will lead to a fight. After the fight is over Lord Pel Harmond will come out and you can speak with him. During the conversation you have the opportunity to recruit him or let Sera kill him. Be warned however that if you speak with him for to long Sera will automatically kill him. Jaws of Hakkon DLC:


Sigrid After completing the side quest "In Exile" you are given the option to either allow Sigrid to confess or to recruit her.

Storvacker First you need to complete the side quest "Storvacker Caged". Then after completing the main DLC mission you have the ability to judge Storvacker during which you are given the option to recruit him.

Thank you SilentlyForgot for this information about the DLC agents. Also thank you to punky0827 for confirming that the DLC agents do count towards the Persuasive achievement.


There may be more agents out there that I have not found yet, or failed to meet their recruitment requirements. I will update this as I find more agents that can be recruited. If there is anyone that you know of that I missed please leave a comment and I will update this list. Also if you know of other party members who can recruit a specific agent please let me know and I will add them also along with credit where it is due. I hope this helps those who need the 10 agents in a single playthrough.

You can also get one agent at the end of seras mission where you have the option to let sera kill him or to hire him as an agent.

@Lilryn are you talking about Sgt. Barris? I was thinking when I sided with the Templars that I would be able to recruit him, but he died on me during the opening of the barrier. Is it just talk to him if he lives to recruit him?

@Soschiro Do you know the name of the quest of Sera's that you can recruit him? If not it is no big deal I am on a Nightmare playthrough and just recently recruited Sera so I will find it soon enough.

I think the quests name is "The Verchiel March" and the agents Name is Lord Pel Harmond, but i let Sera kill him so i cant say it for sure.

Yes Barris will join you if he lives you just can't let the defense in the hallway fall to 50% or less otherwise he gets injured and dies when he breaks the barrier

You can also recruit two people in the mission where you are at the winter palace for the peace talks. One is recruited in the garden before you first sneak upstairs. He can be recruited by eavesdropping on his conversation and selecting the conversation option "I want to see Templars leashed too" or words to that effect. The second one that can be recruited is Gaspard's mercenary captain.

I've had 4 agents so far not added as agents even after meeting the requirements to recruit them. Examples are Lord Pel Harmond, Belle, Vale, Ellandra and Alexius. Either it's glitched as balls for me or I'm doing something very wrong. I'm running out of options too. Any advice?

This achievement is glitchy. Some agents who are recruited & even appear in the list of Inquisition perks don't count towards the achievement.

Basically, I've had 2 not appear in the list (Alexius and Captain Vale) though I met all requirements to get them as agents. I've been told only certain people actually count for this and those two are both on that list.

After looking over some other forums, other people have got up to 12 agents listed on their war table perks and still don't have the achievement. I think it's the tracker that's buggy like the dragon one. If I figure anything else out I'll post back. Excellent soultion by the way.

I hit 10 agents under Inquisition Perks, but the achievement never popped, stuck at 70%. I'm doing a Nightmare playthrough now, trying to get as many agents as possible, hoping the achievement will pop. It seems like either: not all the agents count towards the achievement, or the achievement is just buggy.

I have a feeling only the agents that you recruit in the field count for this (the ones you get a small cut scene with and a big onscreen notification).

I don't think any of the Skyhold judgment ones count.

@ True Marvellous I got my achievement from judging the Duchess in the the throne room so I am pretty sure that they count a lot of the achievements in this game are buggy though I am about to start a third playthrough to try an unlock my last few achievements because capturing 3 keeps and sealing 75 rifts hasn't counted for me even after capturing all keeps and closing every rift in the game

I know not all of these count. I have 12 agents and only 90%. Michel only counted when I assigned him using the war room. Vale and Ellandra in Hinterlands count and Loranil in The Exalted Plains counted. These are the only ones I noticed counting.

The agents that count are the ones that get added to Inquisition perk list at the war table if they are under one of the categories they count.

I missed Michel de Chevin when storming the Keep, and only talked to him after killing Imshael. He wouldn't join, so I guess you need to first talk to him before killing Imshael if you want to recruit him.

@ Dresden they counted for me when I used the perk options. Also wanted to say that Avaar Chief Morvan and Lord Pel Harmond did not add a perk at the Inquisition table even though they are recruited as agents so they do not count towards the achievement.

I'm also having problems with this one. I've been stuck at 80% for what seems like forever. I know for a fact I've recruited at least 4 more agents since I hit 80%, but no change. I have 10 showing up under Inquisition Perks. Nothing.

There was a bug awhile back, not sure if it was ever fixed or not, where some xbox one achievements would take a few days to pop. I don't know how realistic it is that that is the problem though. In the off chance that it is you can try completely restarting your xbox(hold the button down till it turns off) and seeing if that works.

@Kaiser I have beaten the game three times now but I am missing achievements because they won't pop all but one is stuck at a % counter from my first run I haven't found away around it yet but I am hoping that it gets fixed soon laugh

I'm 100% sure none of the agents I recruited on te hold counted for me. As pointed out by True Marvellous on a comment above. It might be a glitch on our game or the way the game is supposed to work, but only the agents recruited on te field count for this one. I'm at 90% of the achievement and I have been checking everytime I recruit a new one, the tracker only moves when I recruit them on the field.

I'm stuck at 70%and have recruited at least 11 agents by my count -- though one, the Avaar Chief, doesn't appear in the perk list. I'll give it a day or two in case it's a delay per some of the comments above though I suspect the achievement is glitches. I've only got half dozen options left according to the list above...

Berand will not join unless you find a woman named Vellina for him, he gives you a quest. Only after I finished that quest did I get the option of inviting him into the Inquisition.

Do you need to progress anything on Crestwood to get Jana ? I found her right away but when I talk to her I get no options she talks about the wardens then nothing.

Great guide, mine unlocked before completing this list. Lord pel hammond and the judgement agents didnt move the tracker but if you focus on this list you will get it. Thumbs upsmile

Thank you Shred. I am still working on updating it with the different conversation options you can choose for different agents. But with so many games out right now I haven't been able to devote as much time as I want to Dragon Age.

The achievement is misleading not glitched. I had 10 on my second play through with 80% when I got the 11th agent it went to 90% for me. Not sure how many of the agents count. Might want to mention it for people to know. I was thinking it was glitched myself till I noticed it.

I hate this achievement. Some agents or groups don't count. Some members are only available if you do certain things to them and the only way to know that is to read a guide or get lucky (like judging the corpse - the living person can't be added as an agent). Also, some just disappear from the world if you don't see them the second you need to add them.

I recommend just following a guide for this. It's a stupid achievement.

Also the Servis quest "The Trouble With Darkspawn" glitches for a large number of people, including me. Which makes one less attainable person.

FYI, for Enchantress Ellandra - you can come back later if you missed getting her as an agent. Just come back to her little altar thing in Crossroads and she's there. Bring Vivienne or have the mage perk.

Like many others I was stuck at 9/10 (So many agents out there don't count towards this) but got it after acquiring Loranil in Exalted Plains. I got him after I beat the game and was shard hunting.
@ Shred Asics 13 - Correct, if you focus on this list you will eventually get it.

Are you sure Lord Harmond counts? I was at 9/10 agents and I asked him to the Inquisition and I'm still at 9/10. The agent acquired notice didn't show up either.

I missed one agent in the main game and fell short to get the achievement. But I can confirm that the DLC that just came down has at least two options for recruiting an agent that I cam across when doing all the side quests. Rescuing the bear and helping the outcast Mage. As soon as I recruited one of them the chievo popped for me.

For the quest involving Michel de Chevin, you must talk to him outside of Sahrnia and again outside of Suledin Keep. This will give you the quest "Call Me Ismael." Then you can kill Ismael and get Michel to join you. If you kill Ismael first he won't join. Also don't take Ismael's bribe, or you also can't get him.

Servis and Florianne do not count. I have 8 and recruited both of them, but when I look at inquisition perks they are not listed as agents. This is also noted on the dragon age wiki:

It says you acquire an agent, but it doesn't actually count them.

Berand in The Hinterlands at Winterwatch Tower will not join by just talking with him. You have to complete the Love Waits quest.

To gain access to the cultists' camp where Berand is, you must speak to Speaker Anais. Berand is located on the second floor of the tavern area to the right of the entrance. To complete the quest you will present Berand with the letter found on Vellina's corpse, thereby informing him of his lover's death. Berand will seek your advice as to what he should do now, without Vellina. Both dialogue options result in Berand being recruited as an agent to the Inquisition.

"Join the Inquisition." = Lord Berand is acquired for Cullen (Forces)

"You failed her. Go home." = Lord Berand is acquired for Josephine (Connections)

I keep recruiting agents but my achievement tracker seems to be stuck at 80%. Does anybody know if this achievement is glitched? Or what to do to get it to work?

With the noble knowledge perk you can recruit the Duchess during her sentencing also if you side with the Templars the one will join you as an agent. @ Soschiro yeah I don't remember that guys name but I do know if you talk to him to long before recruiting him Sera will kill him

I haven't had any issues myself. @ponypo2001 are you having an issue like @dresdenWWII is where they show up in the list of Inquisition perks? Or do you mean that it is not telling you that you have acquired an agent? Or is it telling you that you have acquired an agent and not putting them in the list?

@dresdenWWII how many does it say you have in your Inquisition perk list? Can you tell me the names of each too please. Last question is it not showing the proper number you have in the xbox achievements app or have you already gotten 10 agents and it just hasn't popped yet?

I know that if you leave the area and go back to skyhold or another map altogether after claiming the keep or killing the chieftain you can miss Michel and also the Sky Watcher. I did miss talking to Sky watcher the first time you meet him, when closing the rift, but was still able to recruit him after killing the chieftain. Good to know about Michel since I will be heading there after the Exalted Plains.

If you come across an agent you can recruit by asking a companion to persuade them or use a speech perk (arcane, history, underworld, noble), use the companion method instead. For me at least, recruiting agents with those perks did not add to the achievement counter, but using companions on those same agents did.

As far as the game goes, either method is okay but the achievement counter--I think--only counts agents recruited by the companion option as opposed to using a perk dialogue. Can anyone confirm?

It appears that not all of the agents count towards the achievement. I do not know if this is intentional or not. I don't remember if when I recruited him it gave me the agent acquired notification or not, but I do believe that he showed up in my list of agents at the war table. If you are still at 9/10 just keep trying to recruit more agents and eventually one of them will give you the 10th that you need for the achievement.

I have found a video guide on youtube which shows you all locations where they are and quests needed there are a total of 22 agents hope this helps

Throughout your adventures in Thedas, you will come across many potential Inquisition agents, most often as random quest givers or receivers. Until you perform the task associated with them, they will act as a regular NPC. Complete their task, however, and dialogue will open up with the option of asking them to join the Inquisition. Do so 10 times (and succeed, as some may decline) to unlock the achievement. 

Side note: The occasional NPC unrelated to a quest will sometimes be available for recruitment. To make sure you are inflating your ranks to the utmost potential, speak to everyone you can, and always exhaust all potential conversation options.

This may not unlock once you've acquired 10 Agents. Before obtaining 10 agents, make a save file and don't overwrite it. You'll probably want to use this save file for when this gets fixed. In the meantime keep recruiting agents if possible, as this will more than likely unlock somewhere between 11-15 agents acquired. It's also possible that some Agents don't count towards this trophy as some won't show up on your Inquisition perk list, but even with 10 or more agents on the perks list the trophy might not unlock.

There are at least 22 Agents that you can acquire, 21 of which you can obtain in one playthrough. Some of these won't do anything other than adding a small War Table mission (operations), but most of them will be added to your Inquisition Perk list, reducing the time needed for your advisors to complete operations. They will also count towards any perk that requires a number of perk points to be spend first to unlock.

Acquiring agents usually happens through side quests. The majority of these agents are easily missable, only a select few can be recruited at any point in the game, but it's nowhere near 10. Click here for a complete guide on Agents.
